Hornell Area Transit (HAT)


Established in 1981, Hornell area Transit is dedicated to providing quality and reliable transportation services to our clients. Hornell Area Transit is a Public Transportation service sponsored by the City of Hornell for residents of the city, and surrounding areas.

Our drivers are courteous, fully licensed and insured. Public Transportation is an open to the public service available for a modest fare, to anybody who would like a ride. Our vehicles are equipped with 2-way radios for communications, public address systems, free WiFi,  most of our buses have bike racks for your convenience, and ALL are wheelchair accessible. Our buses have both front & rear A/C & Heating Systems for your riding comfort.


About Our Operations


Hornell Area Transit is a proud 5311 Rural Transit Operator in New York State. The 5311 program is an integral federal grant initiative governed by the Federal Transit Administration (FTA). For Hornell Area Transit, as with other rural operators across the state, the New York State Department of Transportation (NYSDOT) serves as the direct recipient between our agency and the FTA. This structure ensures that HAT strictly adheres to all federal and state guidelines and safety standards put forth by our partners.


Funding from this grant stream keeps our operations in service and allows us to provide the essential public transportation service we do in this rural area of New York State. In our region, providers like HAT are often the critical link for daily transportation and community connectivity.


Our fleet is made possible through these capital grants. Hornell Area Transit currently operates 16 buses in our service area, which are purchased through funds provided by our federal and state partners. These partners typically provide 80% and 10% of the share of our bus costs respectively. Furthermore, NYSDOT serves as the manager of our Transit Asset Management (TAM) Plan and inventory to ensure our fleet remains in a state of good repair.


We are deeply appreciative of the support, technical assistance, and critical funding received from the FTA and NYSDOT. Their partnership is what allows us to continue providing reliable transportation services to the City of Hornell and the surrounding area.



Meet the Hornell Area Transit Commission


The Hornell Area Transit (HAT) Commission was formed as the governing body for Hornell Area Transit

upon its inception in 1981. The HAT Commission is comprised of representatives from various

committees and communities to ensure adequate representation for this vital service.


The Commission is made up of 5 City of Hornell Aldermen, City of Hornell Mayor, and City of Hornell

Clerk. Representatives from the Town of Canisteo, Village of Alfred, & Village of North Hornell are also

present. Finally, several representatives from Hornell Area Transit attend the Commission meetings

which include the Deputy Mayor, Transit Supervisor, and Fleet Coordinator.
